The most common type of hoisting equipment is an offloading system that is fastened to a wharf deck and used to offload fish, fishing gear, equipment and other products from vessels. The majority of these systems are shop fabricated and consist of a number of components, as opposed to completely manufactured ?off-the-shelf? units. The offloading system components generally consist of a steel derrick mast and boom assembly (jib crane), combined with an electric-hydraulic power unit and winch. The rated safe working load (SWL) capacity of the equipment is generally in the range of one tonne.
The Department of Fisheries and Oceans requires the services of the contractor to complete the following:
-Inspection in accordance with the requirements of the Canada Labor Code, CAN/CSA-B167-96 (R2002) and the Occupational Health and Safety Act of New Brunswick;
-Completion of repairs (upon approval) as required to allow for completion of inspection and certification;
-Static Load testing as required;
-Dynamic Load testing as required;
-Completion of inspection reports and maintenance of log books;
-Supply and installation of testing certificates and safety identification plaques.
Note: Other types of hoisting equipment are located on SCH properties that are owned by private companies or individuals that may also require similar services, however this work is outside the requirements of this standing offer agreement. Any certification, maintenance or repair work performed on hoisting equipment for private employers must be completed in accordance with the requirements of the Occupational Health and Safety Act and Regulations of New Brunswick that are administered by the Workplace Health Safety and Compensation Commission of New Brunswick.
The harbours in New Brunswick are divided into two regional areas, namely Gulf and Southern New Brunswick. The harbours in each area are identified in Appendix ?A?.
All fieldwork is to be completed during the time frames specified for each calendar year, as outlined below: NB Gulf Region: April 15 ? May 30. NB Southern Region: July 15 ? August 15
The contract is for April 2006 to 31 March 2007, with options to renew for the following two years.
The above schedule may be adjusted for delays in the opening of fishing seasons and other operational conditions. An actual timeframe will be determined by the Area Chief in each area in consultation with the Contractor.
Inspection certificates are to be issued immediately upon completion of certification and safety identification plaques / stickers are to be affixed to the hoisting system at the time of certification. Final inspection reports are to be submitted within 60 days from the completion of the specified time frames indicated above or multiple sites and within 30 days of the completion of work for individual service call-ups.
