McInroy joins the plant-hire trade association from the Road Safety Markings Association (RSMA), where he has been chief executive since 2018. He will take on his new role in the second quarter of 2023.

“I'm delighted to be joining the CPA and look forward very much to working with the CPA Council, association members and staff, to protect and promote the interests of the construction plant-hire sector,” he said.

McInroy is replacing outgoing chief executive Kevin Minton, who announced his retirement in August 2022. McInroy will report to the CPA’s governing council and work alongside CPA president Brian Jones and chairman Steven Mulholland.

Jones said: “On behalf of the CPA Council, I congratulate Stu on his appointment and I wish him every success in his new role. Myself, the chairman and the CPA Council are very much looking forward to [him] joining the CPA team. The CPA Council is also looking forward to new opportunities and developments, and supporting CPA members under Stu’s direction. This builds on the excellent work that Kevin Minton and the CPA team have carried out for the association.”

Minton added: “I am pleased to welcome Stu to the association, and I’m confident that he will lead CPA to new levels of support for our members’ businesses.”

With over 1,800 members that supply 85% of hired plant to the construction industry, the CPA describes itself as “the UK’s principal point of contact for all issues relating to the use of construction plant”.

The organisation says that the construction and allied industries rely on the full spectrum of plant and machinery, from common plant such as excavators, dumpers and telehandlers up to a range of specialist equipment such as cranes, hoists and concrete pumps. “Nearly all of this equipment is hired in from specialist companies,” it adds, stating that the plant-hire industry is worth over £3.5bn to the UK economy.

The CPA works with government departments and agencies, local authorities, construction clients, private companies, other trade associations, and third sector organisations, on issues including employee health and safety, machinery standards and emissions control, public safety and road transport, skills and employment.

It publishes a range of guidance documents that are distributed widely throughout the construction industry. Many can be downloaded for free from the CPA website.
